ZOTAC GAMING GeForce RTX 2060 AMP Overheating (Failing GPU fans)

My Zotac RTX 2060 AMP can only go 800 RPM max but it usually hovers around 300 even though it knows overheating. I've repasted, cleaned the GPU, and reconnected the fan connectors, I also already tried using MSI Afterburner to make it spin faster but it still only peaks at 800 RPM max. I'm assuming that the fans are failing so I'm wondering where I can get replacement fans for really cheap as I don't have the money to buy a GPU.
