iPad Mini 1 | ios 9.36 | No Files App | How to access files in it?

 
how do i access local  files in ipad mini 1 where there is no files app for some reason? The files are transferred via "Feem" which is like airdrop in steroids

You don't, is the short version of it. iOS didn't have any 1st party file management until iOS 11 in 2017. Apple told you that you didn't need it so the only way to transfer files was through iTunes.

 

The longer version is finding an old version of FileBrowser (paid) that works on iOS 9 will allow you to browse the file system to some degree.

so actually what im trying to do is, using my mini 1 as a comic book reader for my offline cbr's... 
How do i access them? or even transfer them 

elaborating could be helpful since im new to the ecosystem

You'd find a reader app, install it, then likely be able to transfer to that app through iTunes or some online cloud service.

So i need to upload it through drive/dropbox and download the files via the reader through drive/dropbox?

See the docs for whatever app you find, but likely iTunes/USB cable will be the main way.

You can also create a shared folder on a server via smb.

You can't browse a samba share with a web browser.

Browsers don't support smb. Safari on current iOS will recognise the URL and transfer it to the Files app, but again iOS9 has no Files app.

I had understood the issue of iOS9... 

 

I found this application in the app store (LAN drive SAMBA Server Client) compatible with ios8 and which implements the smb protocol, but I do not know it personally and I do not guarantee that it will work or be safe ...

I also checked the AFC2 and usbmux protocols. They should be compatible with ipad mini and iOS9. So, you could use ifuse.
