On Off then back On

New built PC switches on at full pelt all fans spinning wildly then it all switches off for a few seconds and then switches back on at a quiet slower speed and stays on, is this normal and does it make any sense or is there a problem with it?

Does it only happen after the PC has been unplugged from power? Some power supplies will do a test which will turn on the system on for a second, then turn the system on fully. My EVGA PSU does this. It is normal.

No it will do this every time I turn on power by the button at the front after everything is already plugged in and I have no OS installed yet

It's the memory training because xmp is enabled. It's actually normal. 

 

Set all defaults and then install the OS and all your programs while stock. The board should post normally after you set the defaults from cold post.

Thanks, it was after I enabled xmp I started noticing this.
