It does not. It does, however, use its own kernel which is (mostly) API-compatible with NT.

Just as legal or illegal as Wine.

Why would it be illegal?

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I did look up on Google it says illegal. Can I still use reactos in virtualbox without networking?

you may have looked up reactors, in which case, google took the nuclear option and told you it was illegal.

React OS uses the Windows NT kernel,

But i think that they reverse engineered it and rewritten it so it should be in the clear.

There has been legality concerns due to

https://en.wikipedia.org/wiki/ReactOS#Internal_audit

and the Oracle VS Google API Copyright battle that lasted from 2010 to 2021.

they are from 2015 and 2006, you should be ok

however, do not take legal advice from an online forum, we are not lawyers, and this is NOT legal advice
