if you just need to do school work I would recommend a cromebook. 

other than that 5500u ryzen laptops seem to be a good deal at the moment.

I bought my little brother a barebones dell laptop and doubled the RAM for about $28. He uses it for exactly what you say you need one for. You'll have money leftover as well.

I would never recommend buying new parts for this use case.  Huge waste of money.  Also, an athlon and a gt 1030, like really?  What is a ryzen APU?

This would be my first rec, but if you want a desktop just cruise facebook marketplace for literally anything core-i (not core2) and you can probably get something that'll work for less than $50, and but a 120gb SSD for like $18 to pair with the HDD that's in it so windows runs faster.  Windows 11 will work on anything core i that has 8GB of RAM if you use the rufus installation media maker with the TPM Check skip and just update after that.

Recommend 11th gen intel, with 16GB of RAM and 500GB of M.2 NVME SSD storage. Extra case fan is for the front of the case (mount as intake).

 

I went with the 650W 80+ Bronze psu so you can add a budget gpu and more storage later with no problems. It's also a pretty decent price.
