PC Blackscreen as Soon as I Factory Reset

Planned on selling my PC, so I tried factory resetting my PC but when I do, I get an error saying that no changes were made and that it couldn't reset. I tried holding shift while restarting to click factory reset that way but this time, it started to reset but immediately black screened. I left it for about 6-7 hours but still nothing. Can't find a solution anywhere.

The monitor is on and shuts off when resetting.

 

Need a solution, tried a few things but to no avail.
