Likely not, unless it's a choice between that or nothing:

Looks to be the same or worse than an RX580, which is a far older card that sold for cheaper as well.

I don't know what GPUs are available in your country/area. Do you have a GPU right now, and if so which one? And what's the general list of options around your pricerange wherever you buy from?

Should be 200-250

GPU prices suck atm, and will likely stay that way for a year or 2.

Out of the entry lvl options between Nvidia and AMD, the 3050 is the better option. See if u cant find one of those near MSRP (MSRP = 250)

Honestly, the MSRP is supposed to be $200, and the value is questionable even at that price point. It's a stripped down mobile GPU repurposed as a desktop GPU.

With things being what they are though, and if your choice is that or nothing, maybe it's better than nothing? However, even for that proposition, you need to be on a platform that has PCIe 4.0 on the first PCIe slot (i.e. where you'd slot in a GPU normally) at least. That means Intel 11th/12th gen Intel or 3000/5000 (though not any of the APUs in those series) series Ryzen with a 500 series mobo. It only has 4 PCIe lanes wired up, and you actually need PCIe 4.0 because of that.

I doubt this card would suffer with pcie 3.0

It's not a matter of opinion. Check the Gamers Nexus video linked above. Again, it's the fact that there's only 4 lanes. Even if it was 8, I'd give you that PCIe 3.0x8 might be okay, but PCIe 3.0x4? Nope.

I don't think anything available would hit that in the price point.

Before buying this card I'd buy a used 580 or 1070 first.

The 6500 shouldn't sell for above 150 at best.
