I don't think DELL's OEM Mobo have that feature.

I think it just uses the fastest speed available that came with the system (OEM installed)

 

Edit:

If you upgrade you have to at least match 2666 MHz or above i would just get whatever DDR4 ram is the cheapest beyond this point anything with lower speeds DDR4 should be obsolete by now.. (obv bottleneck)
