GT 1030 4k 60hz no subsampling. Possible without a new card?

I've got a GT 1030 in my media PC which has an HDMI 2.0b port. My TV supports HDMI 2.1, but because the card itself is limited to 18Gbps I am stuck with 4k30. Is my best bet to run 10 bit at 4:2:2? I've heard this is better than 8 bit 4:4:4 for movies but I will also be viewing text in windows. Am I understanding this correctly?

 

In theory I could get a GPU with HDMI 2.1 but I expect that would be prohibitively expensive. Alternatively, I could seek out a card with displayport and then convert from displayport to HDMI 2.1...
