Rx 570 acting really weird

I just bought a rx 570 4gb and installed it

I'm my pc and its acting really weird when I boot my pc up 1/4 of my screen is just black and when I try to play gta v lowest setings for example I get at max 50fps on my previous card (gtx 670) I would get 60fps what shouldn't be the case can youpls help me solve the problem

i would start by getting DDU and using it to remove all drivers both amd and nvidia from your system, then reinstall the amd drivers see if that fixes it.

I installed the drivers and used gpu z an it said rx 570 so I don't think it's a scam card

I tried this just now and it didn't work what I am also seeing now is that my gpu usage is bouncing a lott

doesn't seem to be overheating which would be my next guess, did you run DDU to remove both nvidia and amd drivers?, think you need to run it twice if not mistaken, one time for each vendor.

what are the memory clocks?, and what does the gpuz say about the bios name

No you're right it's definitely not overheating and I did run DDU twise I also tried installing an older driver but nothing seems to work I will add pictures of what gpuz says
