Make Matthews Wish come true. Help me build a $3,000 GAMING PC.

Hey L.T.T, I need your help. 

My friend is recovering from medical situation and because of his smooth recovery, he has been granted one wish on behalf of the hospital. 
He has chosen to build a Pc and the wish is valued at around $3,000 Canadian (from what i have been told). So, i need your help building this gentleman the definition of computer Swag. ( I'm kidding. )
But i would seriously appreciate any input. 

Feel free to list or provide anything that might help me out in making Matthews dream come true, i'm looking to build it all through ncix.

What are the planned specs and usage? It's easy to be like THROW IN SOME 780 TI's IN SLI AND ADD A 200 DOLLAR PLATINUM PSU AND THE MOST EXPENSIVE i7. but a PC is more than raw power, it has to serve a purpose to be optimized.

 

That was nice of the hospital, though..if this happened in the US, you wouldn't get a 3k rig, you'd get a bill in the hundred thousands..

Figured I'd just throw in the monitor as part of the build.  And left some room assuming tax/shipping will also be taken into consideration (although it might still go a bit over $3K).  There's a bit of unnecessary spending here and there to keep it looking good, but it can go cheaper if that doesn't matter.

Make sure you have all the peripherals lined up so that he can actually enjoy the PC! (e.g. keyboard, mouse, monitor, headset/speakers, etc)

I suggested 4k, but im not sure if 4k at 60 fps is achievable with 3,000. i could be wrong though. Currently hes using a 50" tv to game on.

i just asked him and he is looking to just game on a whole new level than when he is now. and i guess streaming would be a plus, but really playing the newest games, at the highest settings.
