Low FPS in games

If the GPU part of it looks the same and nothing is overheating, I'd lean towards something got botched up when you installed W11 then stayed botched when you rolled back. If this were me, I'd be doing a fresh install of W10 or W11. Format drives and all. I don't know how well W11 overwrites W10, or W10 overwrites everything W11 wrote to your drive when you roll back. 

Edit: Yes, the CPU is getting warm in there, but it's not hot enough to be thermal throttling. 

So, after seeing so many replies in multiple places about them not having any issue with games in W11, I decided to stay in it, but I still have relatively low FPS, the only unplayable game is Days Gone, when I am riding the bike it goes down to 1 FPS several times in a minute, literally the game freezes, but all other games are playable, still I know that I should be getting way better FPS, I am literally getting the same type of performance I had with my older setup(X99 Gaming 5p, I7 6700k) especially considering that I am playing in 1080p(If it was 4k it would be understandable)

 

My setup is:

*Did not have a before because last time I played it was with my latter build

I play all games borderless but also tested by setting them in full screen

 

Days gone: * 130 FPS with stutter/freezing and FPS going down to 1 every so often, Ultra, 1080p

AC Odyssey: Before: 80 FPS solid in ultra, now 50-80 FPS, in ultra

RDR2: Before: 75 FPS solid in ultra, Now: 50-74 FPS in ultra

The outer worlds:  * 65-75 FPS with small stuttering here and there, almost unnoticeable

Control: Before: solid 130 FPS in DX12 in ultra, now 89-120 and 75 solid in Vsync, but get noticeable, if rare, stuttering, fps drops to around 50 for a microsecond when this happens

Fallout 4 with ENB and 4k mods(around 250gb of mods) does not even start most of the time and takes 2+/- mins to load between locations, but I honestly think that is due to something wrong with the mods/enb)

Metro exodus: Used to be solid 75(Vsync) with all ultra included RTX, now it is mostly 75, but there are mild stutters here and there that lower the FPS to 55 

The witcher 3, * Solid 60 with Vsync, ultra. 

 

Now, as I said, with the exception of Days Gone, all of them are playable, but still, I know for a fact that with my setup I should not have this performance, not at 1080p... If I wanted to Play RDR2, or Control in 4k all ultra, I know it would probably be 40-60 FPS, but this performance at 1080 is ridiculous

 

I rolled back to W10 and the FPS remained the same(Which felt weird, but told me the issue is not the OS)

I disabled Game DVR in regedit

I used DDU in safe mode to nuke the GPU drivers, and reinstalled them via GeForce Experience

I updated the chipset drivers(And every time I open the AMD Chipset installer it shows the same 5 items, even when I uninstalled the chipset drivers, rebooted, and installed them via that app, so I am guessing that thing always shows the latest available without checking the system to see if they are already installed)

Lowered my mouse pooling rate to 500Hz

Ran integrity check for all the games I checked from steam

 

I am thinking of reinstalling windows 11 from scratch, IK that doing that I would need to reinstall W10 if I decided to go back, but considering the issue also started happening in W10, and that I really like how W11 looks, I am probably not going back, but again, wanted to check with other peeps from here, to see if there is anything else they advise

Nop, I have 3 monitors, on one I have Edge with 4 tabs, in the main one I have RDR2, in borderless, so that I do not need to minimize it when I move from window, on the 3rd I have Edge open with youtube, and I have discord active, and Ryzen master as well, and in the BG I have Outlook and Whatsap For Windows(Which is what I usually have had open for the past 2 years lol)

How many different PCIE cables go to your GPU? What PSU are you using? Do you have SSAM enabled? If so, try turning that off. In BIOS, are you in PCIE 3.0 or 4.0 mode. You might try swapping that to see if it helps, or at least makes it more stable. 

When you get the stutter, do you have any cores reporting 100% usage, or is your GPU reporting 100%?

I'm not actually trying to be as grumpy as it seems.

I have 2 PCIE cables going to the GPU, The PSU is a 750w gold, Isn't SAMSS supposed to be only for windows server? If it is not what I think, can you explain what you mean? Bcause I searched for SSAM and could not find anything online or in the computer for SSAM, this is PCIE 4.0

 

Now, this happened a day or two ago, before that there was no stability issue, I thought it was me accepting windows 11 and installing it, but going back to W10 did not solve the issue and the performance was crap as well, now I don't think that "upgrading" to W11 changed any settings in the BIOS, but I will check anyway. Thanks!

I forgot Nvidia calls it RBAR, resizable BAR. It allows the GPU and CPU to talk directly.

Well, waddayaknow, the RAM changed to a lower speed, I just bought the ram not 1 month ago and it is a 3200, so I set it to 31..22? just below the 3200 so it is not at the top range, and will test it, if not I will disable the RBAR then, and BTW PCIE is in AUTO, I left it like that

The RAM speed isn't going to tank your performance that much. Just enable XMP and let it run at 3200 mhz. 

As for PCIE mode, are you using a case that make you use a PCIE riser? If you are, set that to gen 3. If not leave it auto, or set it to 4. Did you have PBO set before you installed W11? If so, go check that and make sure your settings are still good.

I'm not actually trying to be as grumpy as it seems.

I enabled XMP, which in this case it was called DOCP, I do not have a riser, so I left it in auto, and I checked PBO and it was disabled, so I enabled it, about to test it

Before you test it, do you have HWInfo? Grab it, run it in sensors only mode. There will be a spot for CPU and one for GPU. It'll give you a performance cap reason if it's hardware related. Motherboard might be useful to check as well to see if it's VRM issues.

Switch it to sensors mode in the top left. It'll give a lot more information.

Well, I ran the diskpart from the install menu, and formatted the drive with format fs=NTFS... I forgot to do the "quick" I am just getting to 79%, even had an old dude nap lol and still not finished, how dumb could I get lol

Your Windows install drive would have done that a bit quicker too.

Any updates? I'm curious. I saw someone else that did a W11 to W10 rollback and was having somewhat similar issues.
