Gainward 1080 ti phoenix golden sample won't post

Hey everyone!

I just bought this pc, it was assembled when I got it and it was working.
Until it was shipped..

The problem is:

Vents spin up to 100%, then stay at idle. RGB starts, then cuts off. It gives "no signal".


Buut if I wait for a minute it the RGB starts to glow in green and gives blackscreen.
The PC works with another GPU seamlessly.

I've tried it in another pc, with another psu.
I've tried CMOS reset.

The only thing I've noticed was this:

Please, tell me what can I do or if it can be fixed..
