Gigabyte 2080 over heat

I got a second hand gigabyte 2080 that when I load up a game thermal throttles and fans go to 100. The guy that I got it from re-did the past and pads does anyone now what the stock thickness of pads where

I Don't Know The Thickness but What i would recomend is to remove the beefy heatsink and use thermal PASTE 

Pls Mark a solution as a solution, would be really helpful.

BTW pls correct me, iam really stoobid at times.

yes sorry my phone changed the word paste to past it has paste on the gpu but the guy also changed all the pads and im not sure he used the right size
