I'm noob at building computers and by noob I'm getting confused with the parts I want to get a custom pc that can pay future coming games like The Division and recording youtube videos while playing games like The Division

as a AMD fan I will suggest Intel based on your budget

 

It just that AMD builds are more budget oriented while Intel are gear towards downright performance

 

GPU it depends which features you like and need,

 

since you mentioned you will be making Youtube video or streaming you will need a decent GPU which supports video recording 

 

so nVidia for shadowplay

You're better off getting an external mic. They have much better sound quality.
