Cant change monitor resolution

i have a 4k 60hz dell monitor. I am unable to change the settings from 1080p (where my system is even telling me that it is the recommended resolution) the refresh rate is stuck on 24hz. yes i tried updating the drivers and yes i tried the other ports, i am able to get 1440p @ 60 hz with HDMI and 4k @ 30hz. had no issue untill i went into BIOS to change my temps throttle to manual and 85 after saving and booting it up it gave me this problem

it is an asus TUF x570 and a R7 5700g (no GPU atm)
