DS3 wont launch on my computer but every other game will, thoughts on how to fix this?

Any help would be appreciated. Also I have already tried deleting and redownloading and did the same with steam as well. Also deleted and redownloaded my AMD driver. Ran as administrator. the files have been verified by steam as well.
