I tend to think output devices as something like a speaker or computer monitor. Is GPU an output device? hm... is the cpu and the intergrated graphics if applicable an output device? I don't think they are becuase whatever these output data are have to be human readable or understandable in some form.

I'm with @wasab on this one. While a GPU does output data, it is not an output device. As the BBC states:

An output device allows data to be transmitted by the computer in a human-friendly form.

 

So the monitor would be an output device, which is fed by the GPU, but the GPU itself is not an output device. Otherwise something like a network card would also be an output device, since it transmits data in digital form, similar to a GPU.

It outputs a video/audio signal to a connected device.

The input is power and a signal from the motherboard.

Also, remember those mining cards? It's not an output device anymore technically if it has no video outputs and is just used for its processing power.
