Trident G-skill ram wont cycle or respond to software after booting

Im running 2 older sticks of G.skill ram stick, they are both 8gb running at 3600 but for some reason they wont change at all after my pc boots into windows, I cant control them with the Gskill software either (using version 1.00.27) HWinfo says the sticks im using have a module part number of the Module is "F4-3600C18-8GTZRX" I don't know if this is a conflict with my ICUE software or if im just running old hardware but any suggestions or solutions would be greatly appreciated thanks!

 

The attached video and screenshot are what my lighting setup is and what is actually happening in my pc (the colors used to at least cycle but they are now just static showing different colors each time)

ive had the same issue a few times, reinstalling has worked for me in the past. also, icue doesn't cause any conflict, at least not for me.
