Does really bad 0.1% lows in games matter?

My 5600x and 3060ti average 117fps on Warzone, a 1% low of 77, however a 0.1% low of 19fps. (Other Benchmarks show 0.1% low at about 60 fps) Is this a problem, or should I just leave it?

Depends, is it noticeable?? If the game is stuttering and it's causing you to have a bad time it's a problem.

Low 0.1% averages can commonly be caused by slow ram speeds, make sure you have DOCP/XMP enabled in BIOS and aren't running the default 2133mhz

My ram sits at its recommended speed of 3600mhz. Any idea of the issue?

I don't really notice it, but it's bugging me that the issue is there. I just switched from ps4, so basically I couldn't tell anyways because you normally sit at 40fps on console. I just want to enjoy what I paid for.

Yeah 17fps 0.1% does seem really low

This reviewer was getting a 36fps 0.1% low so you seem to be experiencing some stuttering

 

Right click your desktop and open Nvidia control panel, go to manage 3D settings and make sure these settings are as follows

Both can cause stuttering if set to the stock defaults

No use, still really bad 0.1% lows, i'm now at 7 fps at 0.1

Is the game stored on HDD?? Could just be stutter from textures loading in.

It's stored on my Samsung 970 evo plus SSD if that's what your asking

How about software in the background?? Have anything for RGB like iCUE running?? iCue is notorious for high CPU usage which will cause stutter. 
Check with Windows Update to make sure there's nothing pending either.

No, I have no software installed. i did install the MSI mystic light software, although I've deleted it since. it only makes my CPU cooler remain white, even after deletion
