As budget PSU's go, this is probably the best you would find name brand wise at that price point.  I personally have many low end PSU's nib so not for me (hassle of following up with the MIR)

 

But if you are looking for a budget PSU, man for $20 this thing is probably pretty legit lol.

There is no way you can get any 510W PSU for $20 in Europe.

Delivered to your door at that price too :). Sometimes its brand domination.  Sometimes its bulk that doesn't move so you right it off (3 years) to zero value, take the loss on the books then sell at 98% profit (on the books)  etc
