Is the Insignia NS-PCHDEDS19 Dual Hard Drive Docking Station hot-swappable?

says right in the manual it comes with

6 When the transfer is complete, turn off power to the docking station by pressing the power switch. Press the eject button on the side of your docking station, then remove the SSD or HDD.

I just bought an Insignia NS-PCHDEDS19 Dual Hard Drive Docking Station.  Does anyone know if it's drives are hot-swappable, or do you have to turn the unit off before inserting and removing drives? I assume you have to turn it off first.
