Under 40...dollars? Canadian pesos? Sheckels? Potatoes? Grains of rice? GHz? Ounces?

It's the E3 1220v3 if you're stuck to that list.

If you're tenacious in your dumpster diving, or just keen on when offices are ditching old hardware, an i7-4770 and the like can be had for free or next to nothing. Anything with 4 cores and 8 threads that can clock near 4GHz or better is really the only thing keeping LGA1150 relevant in terms of decent performance.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

You need a decent amount of luck though, but it's possible. These days i7 4770's go for $100 more or less.

Ah, G3258. Your 15 minutes of fame really was just about 15 minutes, wasn't it? A glimpse of the glories of an unlocked i3 everyone wanted in 2011-12 could have been, never to be.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I haven't run mine in forever, but I bet if I went out and bought an okayish B85 board, I could slap any old 92mm tower cooler on it and have that thing running 4.8GHz with about ten minutes worth of effort. That's why I still love them. So, so easy to overclock to hell and beyond, and because they support XP, you can make about the most powerful retro gaming system you could ever really want, given how little benefit there is from a quad-core in XP or older systems.
