My PC gets "stunned" once in a while

Hello, so, several minutes my PC emites a sound that is like "TRRRRRR" (that is like static or I don't know, and the intensity is the same as the volume I have on) and at the same time it freezes  for a fraction of a second or so, any idea on what could be happening? thank you in advance

 

I have windows 10 and I have and SSD and if you need whatever extra info just ask for it and I'll give it to you
