RTX 3080 TI low GPU Usage and low FPS in 1080p

CPU: Intel Core i7-10700K
GPU: EVGA RTX 3080 ti XC3 Ultra
PSU: EVGA Supernova 750w
Mainboard: ASUS Prime z490-a (ASUS Prime z590-a)
RAM: 32GB Corsair Vengance LPX  3600Mhz
OS: Windows 10 Pro

Hello, I already have a similar post in the troubleshooting section, but I also wanted to try my luck here.


I upgraded my GTX1080 to a 3080ti and was expecting a boost in performance, but so far my experience has been very frustrating and disappointing.
I have been struggling with this for the past  week,
I tried many things, but nothing really seems to work, and I just don't know what the problem could be.

I play on a 1080p 240hz monitor, I play a few selected games on my 4k TV.

Games appear to run fine in 4k, but not in 1080p.

 

I have this Problem where I'm pretty sure I do not get the Fps I should in most games:
For example:
CSGO: 200 fps (GPU Usage at around 30%)
Apex: 180- 220 fps (GPU Usage at around 60%)
Warzone: 110-130 fps (GPU Usage at around 65%)
Battlefield 4: 160 fps (GPU Usage at around 50%)
Battlefield 5: 110 fps, (GPU Usage at around 65%)
I also noticed that the less stuff is happening in game, the more GPU usage I get (looking into the sky, focusing on ares with no activity)
but as soon as there is a little bit of action, things go downhill

I watched Videos with people using similar parts, and they have way better performance, sometime 50+ fps more.
 
In Benchmarks, everything seems fine and everything works as it should :

CPU also seems fine with a Cinebench20 score of: 4800 Stock and 5000 OC.
 
Things I have tried so far:
Using DDU in Safe Mode, uninstalling driver and reinstalling them.
Fresh installation of Windows for the 8th time now.
Buying a new Motherboard and Ram. 
XMP is on.
Maximum Performance Settings in Nvidia and Windows.
Overclocking (only made noticeable difference in 4K)
Updating drivers of the Motherboard, updating BIOs.
Bought a new case with better airflow. GPU at around 75 and CPU °C around 70 °C 
 
I'm starting to run out of Ideas... and I don't know what to do 😕
 
I also had this Blackscreen problem 2 times now after using the switch display option in 2 different games were after I switch the Picture from my 4K TV to my 1080p and turn off the TV results in this:

I still have to option to return the card no questions asked for another 2 weeks, but don't know if the GPU is really the problem here. But still I don't want to be stuck with a card that cost me 1.400€ and doesn't t give me full performance in the games I play.

That display issue definitely suggests a problem with the card. It's normal to get low usage in 1080 with such a powerful card but the low FPS also suggests something wrong. I would say return no questions asked, since it does seem to be the issue.

RMA the card, also 750w is a bit on the low side, 

 

Use 2 cables from the PSU to the GPU. and try again.

Already have 2 separate cables plugged in.

Did you try with no ocs? all stock?

 

Also try this. download Heaven open and it will be in loop , if its with artifacts start lowering clocks with msi afterburner , start with the core then with memory. see if it solves something. You can also try to lower power target also and see if it improves something. ,

Yes also tried it with everything on stock settings.

So far, the Artifacts only showed up when switching displays in game. I tried out a number of benchmarks and never ran into a problem so far. But ill give it a go.

Have you checked to see if Windows Hardware Accelerated GPU Scheduling has been disabled? HAGS gave me massive number of display errors when it was on.

Today I have the chance to test my GPU on another system, ill see how it goes.

 

The Display error only happens for me when I switch from a G-sync display to another one that has G-sync disabled. Displays with G-Sync to G-Sync work fine and Display with G-Sync off to G-Sync off also had no problems, so I guess it's a G-Sync problem.🤷‍♂️

 

I also swapped my PSU to an older 750W PSU I had and performance in benchmarks dropped too. Not by a huge amount, but by an amount that makes me think maybe it somehow is a PSU related problem. (probably just wishful thinking)
