Which photo viewer/organizer?

Hello, I have adobe premiere/photoshop elements since I do occasional video editing and photo editing and it comes with elements organizer. Which software would you use for organizing/viewing pc photos, windows photos or adobe elements organize? I am unsure between the two since I have both installed. I have a feeling that adobe elements organize would be better since it probably is more feature rich since it comes with standalone paid software. what do you guys think? thank you

No I do not have full creative cloud because I don't have the money for it but my dad has the photography cloud and lightroom is great but I cant use it

Alternative free option could be DigiKAM.
