$800 USD beginner budget build

Budget (including currency): $800

Country: America 

Games, programs or workloads that it will be used for: it will mostly be used for Minecraft but some 3d rendering and cad as well

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I have 2 possible builds, one being with integrated graphics and a great cpu https://pcpartpicker.com/user/Snowdeer/saved/#view=WCtYNG and the other with not as good of a cpu but with a lower end graphics card https://pcpartpicker.com/user/Snowdeer/saved/#view=VWRxHx

I plan on only using one 144 Hz monitor that I already own and at 1080p but I want a path that will let me have another one. The budget is for the pc only and I want it to stay within $50 of it. I am upgrading from a newer intel MacBook. I don’t care about rgb but the more the merrier. Thank you

I would recommend you to buy a mid tier cpu, higher than 2nd option, maybe lower than first option, and leaving room for a gpu later down the line. Once prices drop a gpu will be easier to get, so that is my recommendation. I'd say 1st option seems better if you are fine with lower graphics and less fps for now, if you're fine with that and are willing to buy a better gpu down the line. But, if you are purely gaming and don't want to upgrade for a long time, 2nd option would be better, as a gpu is more important in most games than a cpu.

It depends on your future plans mostly.

If your budget is this tight you might want to get a cheaper case. Depending on the risk you want to take you could also look into buying some of your components used. I've always had good experiences buying used but theres always a risk. Also if you can wait a bit to build you probably should. GPU prices seem to be becomming more normal again.
