How to test if a GPU is fried?

Recently sold one of my older GPUs on ebay and the person filled a refund claiming it didn't work. He said that when he put the GPU in it fried his PSU, and after putting in a new PSU the same thing happened. I just got the GPU back (a 1660) and I want to make sure this guy didn't just make a false claim but I'm hesitant to just plug it into my system. Any safe ways to test it or will I just have to plug it in and see what happens? I also tried looking for anything obviously wrong with the GPU but didn't see anything eye-catching.
