Buying Monitors is hard

Hey Folks,

I need your help please. 
I currently have an old acer 27" 1080p display that's slowly dying on me. I want to upgrade to a 4k monitor.
This is what I'm looking at:
Dell 27 4K UHD Monitor - S2721QS - $410CAD

This looks like a good option but I want your advice if there is a better monitor I should get under $400 CAD maybe with higher than 60hz refresh rate.

That looks like a decent monitor, if what you're looking for is 4k60.

Looks decent, I'm not sure if there are any 120hz or 144hz 4k displays that are less than $400.
