Intel i7 9750 cpu clock speed frequency stuck @ 0.78ghz.

My laptop suddenly got stuck@ 0.78ghz when I checked in task manager. And when playing games my fps are dropping drastically. I have rtx 2060. After several restart and clean Boot also I face the same issue.

I've seen this issue on many laptops. 

What mostly fixes it is choosing another powerplan that allows for more power to be used. 
Or then it's drivers that needs to be updated, and/or firmware/BIOS.

Yeah I tried high power performance plan and updated all my bios and drivers to latest. Still no luck

Alright. I've seen this on Lenovo laptops - where everything is up to date - but this still happens. My theory is that Microsoft made some sort of change to Windows and now it's up to Lenovo to update their stuff to make it work again. 

If I were you, I'd contact the maker of your laptop and ask for support.

I had this problem on a Dell laptop when plugging in a lower wattage charger (and when my charger had loose connections around the connector), maybe try unplugging and plugging back in a few times?
