I'm currently fixing an old laptop, again. It's a HP Mini 311. Now, I managed to ironed out most of it's problem. But there is one more issue that I can't figured out the fix for it.

 

When booting if there's anything plugged in on it's usb ports it will stuck boot looping. But if I took of anything that was plugged in the usb ports it will boot properly. It even works if I unplugged it when it's boot looping.

I tried changing things on the bios, still the same. Huh... what a strange anomaly.

 

(also if you wander there's so much mess, I'm dong this on the storage room 'cus I don't have space left to do this on my room LOL)

That seems like it could be a power issue to me - notice how it restarts after the mouse tries to light up?

Hmm... makes sense. Also on some of the edge of the laptop there was an exposed metal strip, if I accidentally touched those I will get shocked.

 

Also this usb thing happened on everything I plugged. even a wireless keyboard dongle.

I don't know then, that's kind of odd. A small dongle like that wouldn't be able to pull anywhere near the amount of current needed to cause issues. I'm not really sure what to say then.

Did you open the laptop? 

This is making me think that there maybe some sort of a short from the power or the battery to the metal parts of the case.
