Is there often a large variance of the same model of fan?

I have 2x Bitfenix Spectre Pro PWM (140mm, 122 CFM, range 500-1800 RPM, PWM, HSP) at the front of my case.

 

If I run the top one at 24% (in the UEFI), it equates to a recorded range of 821-857 RPM.

 

If I run the bottom one at 24% (in the UEFI), it equates to a recorded range of 654-671 RPM.

 

I need to run the bottom one at 32% to equate (813-847 RPM) to roughly the same speed as the top one.

 

Is this variance normal?

Yeah fans always have a tolerances on the speed they run at for the same voltages. According to BitFenix's website these specific fans can have up to a 10% variance.

For higher quality fans, 10-15% is fairly normal. Given that they're BitFenix though I'm not that surprised that yours have what, 25% variance?

hmm try swaping headers to make sure its not the headers maybe  but at so low rpms it does not matter
