Quiet Case Fans

I would just get a better case thats airflow focused and comes with better better like

the p500a 

p500a rgb

lancool ii mesh

lancool ii mesh rgb

td500

no matter what you put in box it's not going to change the fact the case doesn't allow for decent airflow

The NF-S12B is a very quiet fan and great if there's little to no obstructions where it's being used. 

What case are you using and where are the fans placed?

Why are you running fans at 100% rpm if you want quiet? Most quiet fans are meant to be run at lower rpm anyway.
