rx 580 not detected but gtx 1060 3gb is ... older motherboard

Hi guys i have a problem with my older-mobo not recognising rx 580 4gb... i wanted to upgrade my encoding.... i was running gtx 1060 3gb with no problem. i also have some miners so i tried putting it on riser still not detected gpu spins up and works without a problem on other motherboard. Specs:

Intel Xeon X3470 @ 2.93GHz

Intel Corporation DP55WB

If you take out the 1060 and put the 580 in the main slot, is it detected?

Does the motherboard support UEFI?

Do you have a switch to change the GPU from UEFI mode?
