atx power supply question...

hi all,

 

ok, so straight to the point, does negative rail in almost all atx power supply still being used?

both of the -12v and -5v...

so basically i want to make a mini dc-dc atx power supply like those hd plex power supply, but upon making schematic i remember that atx power supply is having a negative rail, and when searching on googling it i found a bunch of mixing answer from that negative rail is basically obsolete to they still 'exist' but never used anymore
