GTA 5 wont run in fullscreen

Hello , my gta 5 has stoped displaying in fullscreen since like 4 months ago , it used to work normally i played it on a dayli basis for years but for some reason it decided not to work in fullscreen anymore on pc , i only have this issue with gta 5 any other game works fine
ive tried multiple different drivers using ddu to clean files from older drivers, did a fresh install of windows also reinstalled the game , tried checking and unchecking fullscreen optimizations option on the exe properties , tried launching it on different dx levels , tried 2 diferent monitors but nothing seems to work , i dont know what else to do do you guys have any ideas that i could try?

 

my system specs are following

GPU :GTX  1080 OC 8GB Driver version (461.92)

CPU:i7 8700k  4.5 ghz

MB: ASUS Prime z370 p - BIOS Up to date

RAM: 2x8 GB Ripjaws

HDD: 1TB

SSD: Kingston 120 GB (OS on it)

PSU: Cooler master 700 W Lite

Main display: ASUS VG279QM

2nd display: MSI Optix Mag27c

 

I recorded a video of the issue with my phone , so it is easier to understand what happens when i switch to fullscreen , it just displays a still image of the game options and i can move up and down the settings and hear the sound of the settings beeing selected but it stays as a still image

Press alt and enter at the same time.

Check the graphics settings in GTA, I believe there is an option there to choose fullscreen.

Make a screenshot of your Display settings in Windows.
