Dual GPU is fine as long as its not SLI or anything like that lol

That's tough. Generally I'd say no. 

You can probably get better old stuff for similar money.

GTX 9800+ is old card - drivers for are probably ended on 2014(?) I guess.

GTX 650 / 750

R7 250 / 260

is a better option, you can get it in similar price.

Unless you're trying to hoard collect old cards, that is not a smart way to spend $20.
