Facetime no phone number

Nope, the account itself is entirely free. You only have to subscribe if you want extra cloud storage.

Can one still use Facetime without a phone attached to an Apple account?

 

My mom has an Android phone.  I want to get her an iPad for mother's day.  Nearly all of her kids and grand kids have iPhones.  She loves video chatting with them using Zoom but it gets to be a hassle.  I'd like for her to just Facetime them since it's much easier to use.

 

If I get her an iPad, create an Apple account, would that be enough for her to Facetime others?

Yep, you can just use it through your iCloud account, it'll use the email as the "number" to get hold of her.
