For $120 more upgrading to an overclockable chip and a RTX 3070 over a 3060 is definitely worth it.

The first one arguably has too much RAM if you're just looking to game and whatnot. Given current market pricing and whatnot, the HP is probably the better buy as 16GB of 3200MHz RAM isn't all that expensive either.
