Windows 10? Possibly all the phoning home the OS does, add checking for updates, add (if not turned off) passing updates to other systems, and so forth.

Windows 10 is really chatty...

honestly i think that's at least part of it, windows likes to do "maintanance stuff" days *before* and *after* updates, so pretty much almost always (there may be 1 or 2 weeks in between where it doesn't ,if user is lucky)

And it also really likes doing it while  playing games for some reason, not when the system is idle and could be actually used for such things.

Note this behavior completely stopped once i disabled "update orchestrator" which is actually the service responsible for most of this stuff .

I hate that it takes so much tweaking to bring to heel Windows 10. I have it on a spare system as a testbed, but it took a lot of work to neuter it and in the end, I'm not seeing much to recommend it aside from DX12.

i mean it's not meant to give the user any kind of meaningful control, there's even a service that will turn on things again should the user find a way to turn them off (fittingly called "waasmedic" had to disable that too otherwise it would just download and reenable update orchestrator)

I mean overall im not impressed, Vista was a much better approach, but apparently gave the user too much control over the system for MS tastes, cant speak for 7 or 8 as I've never really used them.
