It does and that's why I use steam FPS counter (is fraps still a thing?)

You can use the ones included in steam, uplay, origin, etc. Also many gaming monitors can display their refresh rate, which is basically FPS when FreeSync or G-Sync are enabled.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
