Is this guy selling CPUs legit?

So on eBay, there's this guy named lucky210318 and he sells used CPUs for really good prices. He has 100% positive feedback, but it almost seems too good to be true. The prices are pretty cheap.

Keep in mind, even if they are legit they are shipping from China so depending on where you are/how they have to ship to get to you it could be a very long wait.

The prices aren't remarkably cheap.

First one, the AMD R5 Ryzen 5 1500X is very old model.

second, the R5 Ryzen 5 3500X is a good deal, but not too suspiciously cheap.

 

Buying from Aliexpress the 3500X would be cheaper.
