Is this normal? (frame rate changing)

Probably normal, Minecraft has similar fps fluctuations.

No matter the map the fps just changes like this. This all happenes during like one game. One second it will be 240 and a second later it will be 160. The fps is constantly changing.

i think its common in most games. if any action going on. other things like background activity can influence it too on hi cpu demanding games in low core caunt cpu. loading new textures or just models turning to the side or even activity you cant see. nothing too worry

Depends on the games perhaps, but generally this is normal and how games and GPU's work,  load will be constantly changing depending what's going on in game.

 

If you want a stable framerate you need to limit it somehow (there are many different ways to do that)

In my experience, it isn't unusual to see the frame rate fluctuating wildly. 

 

You might have 240fps at the buy screen when everything is static, but as you start playing properly, when there are other players, visual effects, explosions, and as the map becomes more complex and detailed, the fps will inevitably lower.
