Can my monitor bottleneck my system?

I have an HD 4400 and a (relatively) new 1080p 144hz monitor. I've noticed every game I played runs awfully even on my old resolution and refresh rate I used on my other monitor of 1280x800 and 60hz. Could my system be too weak for my monitor? I don't know much about monitors so I'm sorry if this is a common or stupid question.

 

Sorry if I'm using the word bottleneck incorrectly.

Your monitor would be bottlenecking your system if you were exceeding 144 FPS in games because the monitor cannot show that many frames. You just have a weak system. Are you going to upgrade soon? I don't know of any (relevant) games that can hit 1080p 144Hz on a 7 year old iGPU.

Yes, my grandma should be able to get us a new computer near the end of April.

There's not a chance in Hades you can get even remotely close to what that monitor is capable of providing.

You need a MUCH better GPU

Well the new computer I want has these specs:

 

CPU: i5-10400F

GPU: GTX 1660 Super

RAM: 16GB

Storage: 1TB HDD

PSU: 500w (I can customize it to be either 300 or 500 but I wanted 500 because it's only like 20$ more and I can upgrade it later if I want)

 

would that be good enough?

Well good luck getting that GPU, also get an SSD.
