the 3070 is basically 2080 ti performance, just very slightly less. and the 3060 ti is just a little bit less performance than the 3070

Are you looking for value within a specific budget? If not, then whatever the best card you can afford is, just crank graphics options if you feel it's underutilized. Unless you're trying to get a 2600 to do high refresh rates in chunky titles or running really heavy single core stuff the CPU won't choke, and so long as your GPU isn't bonkers levels of overkill for your resolution, you can just crank graphics options as far as they'll go before you start noticeably dropping frames.

Well what I want to do is buy it at the end of the year because at the end of the year, I will be making a 1000 dollar upgrade to my pc, which includes another m.2 ssd to replace my hard drives, a Corsair smart case, a new cpu cooler, and a new gpu, and, if the prices are sane, the 3060 ti is the perfect balance of price to performance

Tom's Hardware numbers put the 3060 Ti at a max power consumption of 227W or so, unless you've convinced a 65W ryzen chip to inhale 300 watts, you should be fine.

No I didn’t buy it for rgb, I bought it modularity 

As mentioned 550w should be fine with a 3060Ti, according to the PSU tier list the CX-F RGB is tier B, more than enough for a 65w cpu and a 3060Ti.
