Orange light keeps blinking (mobo) after shutting down pc

If ever swapping parts in your PC it is always good practice to completely disconnect it from power, either by flipping the switch on you PSU or unplugging the cable. In your case, you are probably fine with the fan. Just don't do that often lol

This might be a silly question, but here goes:

 

After shutting down my pc, I plugged a chassis fan on the CHA1_FAN pins on the mobo while the orange light (on the mobo, not network) was blinking (pc was already shutdown). I still haven't turned the pc back on. I was wondering if there's any risk plugging and unplugging stuff while the light is still blinking.

 

What state is the motherboard in when a pc is shut down but the light is still blinking?

Usually fans can be plugged and unplugged even with the PC running! Not that it is good for it, but I would assume its fine.

I have connected and disconnected fans from my Motherboard multiple times with my PC on and running. Its probably not the best thing for it, but If it was at least shut down, you're more than likely good.
