Be more specific in what you are after..
It needs a Decent CPU, and Enough Ram, but what ballpark are you going for?

 

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

The general view seems to be 6-8 cores. More than that won't achieve much. Higher core speeds will yield better results, so the ideal CPU would probably be the 5600x or 5800x. 32GB of RAM is slightly better, but 16GB would be worth having, if you put the money towards a better CPU.

@Infinity_Box22 I'm sorry but I don't know what that means..

For MFS20 generally speaking you need good single core performance as well as plenty of RAM. The game uses MORE than 16GB of RAM, so you should try and get 32GB.

 

Speed or latency doesn't matter too much on Intel, so even if you go for 2X16GB (32GB) of 3200MHz CL18 you should be fine.

That would be the best case scenario, agreed @Kilrah, however the OP makes it seem like he has to choose between the two, so..

Like I mentioned above, @Infinity_Box22 needs to specify what kind of system we're looking at.
