In some video linus used a waterblock by a company called barrow that only sells on ali express and they seem to have legit products but with it being well Ali express I had concerns. Are these reliable and decent quality distro blocks or should they be avoided?

Barrow and Bykski are absolutely fine. They might not be the best you can get but they often offer stuff (especially GPU blocks) others don't for a fair price. They are safe to use.

I was looking at there case specific distro blocks. I'll be getting my cpu and gpu blocks from EK

It's the same with distro plates: Barrow and Bykski offer more than others because they have lower costs during design and production. Distro plates are even less of an issue though. They are plates with some routed channels, ports and a gasket. There's not really any relevant performance aspect.
