only if the program doesn't require any form of instalation like a stand alone .exe or a contained package like cinebench for example. If it requires the OS to actually install it and change system files then no the other OS won't be able to use it

If the program installs entries into the registry it will be of the live OS at the time of install not the OS not booted.

There are some programs which run straight from the exe and don't have an installer which will run without problems

How a program can run from the exe and not have an installer

Things like realtemp or some other programs are using the "exe" package to directly run a script or interface.

Others require Windows elements and access to the system level files to run (which often requires or is easier to use an installer)

So programs that not require installation

There are actually also programs that do use an installer, but can still be run directly from the installation folder as if they are a standalone program. In that case the program could be run from another operating system instance.

You can test this as follows:

install the program on a computer

go to the program files folder, and find the folder the program is installed in

copy this folder (and only this folder) to a different machine

try to run the program directly from the folder

If the program runs, then your plan would work. It kind of depends which program if this works or not.
