Please help i have a horrible rubber banding issue in valorant and battlefront 2

I am have tried so many things made sure all my power connectors were on my psu and motherboard, reinstalled both games multiple times. for battlefront 2 i had it on origin, and steam same issue. I HAVE EVEN DID A CLEAN INSTALL OF WINDOWS 10. MY specs are 

OS: Windows 10 64bit

GPU:1070 evga ftw

CPU: 3700x

Cooler: nzxt kraken x63

Ram: 16gb 3000mhz ddr4 Corsair vengeance

Boot drive is a 256gb SSD

Storage is a 2tb m.2 western digital.

 

I am straight up about to buy a whole new PC i need help

Rubber banding is a sign of a rough connection between you and the server, not your pc's performance 

 

Are other devices on this network having issues?

do these games have option to choose server or maximum allowed ping?

No connectivity problems i average 40ms ping with little packet loss

Does this happen only in these games? 
do you have any spare parts to test?

 

Im 90% sure this is a problem related to connection and the games, not your hardware itself.

Not sure about BFV, but in Valorant you do get too choose the server your on, and in tried to put players in a similar ping range

Idk but it can be because of the router. When we played games with my brother on LAN we would have terrible ping, no problems connecting the net. It was the router.

I play Val on wifi an AVG of 40 ping (and I have around 250 hours into the game) and I haven’t had any real connection issues (I have to play on 2.4ghz tho, on 5 it drops a lot)

Happens every single time, I'm also on ethernet and average 40ms ping and close to zero packet loss, also switched routers. this is video of what is happening.
